A basement that floods is an event. A basement that is always slightly damp is a condition, and it produces slow hidden damage that is often worse than the dramatic version.
Three completely different problems present as a damp basement and each has a different fix, so diagnosis comes before anything is priced. Seepage enters through the structure, usually at the joint where the wall meets the slab, through block cores, or through cracks, and it correlates with rainfall. Condensation forms when warm humid air contacts cool below grade surfaces, and it correlates with weather rather than rain, appearing most in summer. A plumbing failure is constant and indifferent to what the sky is doing.
The diagnostic that settles it most often costs nothing. Tape a square of clear plastic tightly to the affected wall or slab and leave it for two days. Moisture forming on the room side of the plastic is condensation. Moisture behind the plastic, against the masonry, is seepage coming through the structure. Where a basement is being finished or refinished, the assembly choices decide whether it stays dry and usable. Paper faced gypsum board running to the slab in a space with any damp history is an organic food source placed exactly where water will be. Paperless board with a fiberglass mat facing removes the organic component at similar cost. Holding the board an inch clear of the slab on a composite base gives a sacrificial zone.
Insulation follows the same logic. Fiberglass batt against a below grade wall becomes a reservoir and stays wet. Closed cell foam board tolerates the conditions and manages vapor drive at the same time. Expect the correction to be verified over a season rather than signed off in a day, because a chronically damp basement cannot be proven dry during a dry spell.
